DOI BAER Team Completes Assessment Work
The DOI BAER Team has completed the assessment work for Department of the Interior lands burned in the Poomacha, Witch and Harris Fires. The Burned Area Emergency Response Plan will be finalized early next week and given to the U.S. Fish and Wildlife Service, the Bureau of Land Management and the Bureau of Indian Affairs. An implementation organization was put into place this week and will continue initial emergency stabilization work, due to be completed in 8-10 days.
Emergency Stabilization Actions that have been completed from 11/8-11/15:
- Hundreds of culverts have been cleaned out on reservation land.
- Removal of imminent tree hazards (31+) has been completed on all reservation land.
- Eight drainages totaling over 2 miles have been cleared of woody debris and other floatable debris.
- Crews are finishing all emergency stabilization treatments at the Pauma Reservation today. Over 18,000 sandbags and 220 k-rails were installed to provide protection from flooding and debris flow to 21 structures.
- Crews are working at the La Jolla Reservation today installing k-rails and sandbags, and are approximately 10% completed. Over 6,000 sandbags and 175 k-rails are prescribed for La Jolla.
- Channel cleanout began today at the Rincon Reservation. Twenty k-rails and 8,000 sandbags will be placed to provide structure protection.
- An early warning system is being developed to notify residents of flooding and debris flow. Installation should begin in a week, with the system being operational in the next two weeks, depending on availability of equipment.
The following emergency stabilization actions are proposed to be completed:
- At the Barona Reservation, 2,000 sandbags are prescribed for structure protection.
- At the Mesa Grande Reservation, 3,000 sandbags and 27 k-rails are prescribed for structure protection.
- At the Pala Reservation, 1,500 sandbags are prescribed for structure protection.
- All emergency stabilization work on reservations is proposed to be completed within 8-10 days.
