Condon Mountain Fire Evacuation and Contingency Plan
Pearson's North Idaho/Northern Rockies Incident Management Team
The intent of this Evacuation and Contingency Plan is to provide a pre-planning tool in the event that one of the primary fire objectives is compromised. In the event of the need for an evacuation of the Condon Mountain Fire area, the Ready, Set, Go methodology will be used.
The residences west of the fire area have been divided up into Zones for notification based on proximity to the fire. Management Action Lines have been established to trigger notifications to residents within Zones based on fire movement and resistance to control actions. The Zones and Management Action Lines are shown on the attached map.
READY- Stage 1 Alert of the potential for future evacuation
· Persons within the affected Zone will be advised of the emergency and potential for future evacuations. Because of the long duration of the Condon Mountain fire and the visibility of the fire on the mountainside to the residents in the area, all residents are considered to be alerted to the possibility of potential evacuations.
SET-Stage 2 Warning of the need for future evacuation
· Occupants of the affected area are warned that there is a good probability of the need to evacuate. Residents should consider whether to move critical personal property and livestock if necessary. It may be suggested that some residents temporarily relocate during this stage. The Warning will be requested through the OES Director for the respective County.
GO-Stage 3 Request for Evacuation
· Occupants of the affected area are asked to leave within a specified time period along pre-designated routes and check-in at an evacuation center (Swan Valley School or Swan Valley Retreat).
· Evacuation is requested in order to protect the lives of area occupants and the lives of emergency personnel responding to the incident. The Request for evacuation will be made through the OES Director for the respective County.
Management Action Lines:
1. Management Action Line 1: Road 9550 as shown on the attached map. If the fire moves across Management Action Line 1 to the west with spread that cannot be checked, or firing operations along this road system cannot be held, Line Operations will assess the fire movement and activate as necessary the following stages:
a. SET - Stage 2 Warning for Red Zone (Note: because of the location of the Hirschfeld residence, Operations may initiate a Stage 2 Warning or Stage 3 Request for evacuation earlier than the rest of the Zone.)
2. Management Action Line 2: Road 9550 connecting to Road 905. If the fire moves downslope west across Management Action Line 2 with spread that cannot be checked, or if firing operations along this road/fuel break cannot be held, Line Operations will assess the fire movement and activate as necessary the following Stages:
a. SET - Stage 2 Warning for Orange Zone
3. Management Action 3: If the fire establishes in the Red Zone with spread to the west that cannot be checked, Line Operations will assess the fire movement and activate as necessary the following Stages:
a. GO - Stage 3 Request for Evacuation for Red Zone
b. SET - Stage 2 Warning for Yellow North Zone and/or Green Zone as appropriate
4. Management Action 4: If the fire establishes in the Orange Zone with spread to the west that cannot be checked, Line Operations will assess the fire movement and activate as necessary the following Stage:
a. GO - Stage 3 Request for Evacuation for Orange Zone.
b. SET - Stage 2 Warning for Yellow South Zone and/or Yellow North Zone as appropriate
Once evacuations are requested by the County OES/Sheriff's Office, the Sheriff's Office is responsible for maintaining security within the evacuated area, and with the Incident Management Team will determine when it is safe to allow residents back into the evacuated area.
